The FCC issued a Public Notice on October 13th that certifies the United Telecom Council (UTC) as the Access BPL database manager. The public notice requires Broadband over Power Line (BPL) operators to post information to the database about their BPL systems by November 19, 2005 and establishes the effective date of Section 15.615(a)-(e) of the new rules as November 19, 2005. UPLC has announced a new event as part of its BPL conference series. The Broadband over Power Line Demo Showcase and Workshop has been scheduled for January 29 – February 1, 2006 in San Diego, CA. The first of its kind for the BPL industry, the showcase will feature live demos of working BPL commercial and internal application products. The FCC has released the full text of its Report and Order and Further Rulemaking, which requires all broadband platform providers and interconnected Voice-over-IP (VoIP) providers to facilitate wiretaps and traces in compliance with the Communications Assistance for Law Enforcement Act (CALEA). The FCC declined to extend a blanket exemption from CALEA for BPL or small/rural broadband providers; but it did express its willingness to consider relief from the requirements on a case-by-case basis. It also invited comment on whether less stringent requirements could be imposed on these types of broadband providers.
